The “CRA Rental Rally Roadshow” -- Coming in July to a Town Near You!
This summer CRA is bringing its show to you! With locations in both southern and northern California, the two-week traveling "roadshow" gives members a chance to see the latest in rental inventory, meet our vendors, and "kick the tires." Each show takes place in the evening after working hours, so bring your employees, enjoy a barbecue and raffle, networking opportunities, and the chance to visit a local member rental center.

RSIF Scholarship Applications Due June 30
The Rental Services Industry Foundation (RSIF) promotes education in the rental industry. Adult students of all ages, full or part time students in trade schools, community colleges or universities are eligible to apply for RSIF scholarships. Applicants must be CRA members, their employees or their college-age children. Call or email the CRA office for an application, 800.272.7400, info@craonthenet.org. Applications are also on CRA’s web site. Please include a photo with your application.


Inland Territory Meeting Features Carb Compliance Information

On May 22, 2008 we conducted a territory meeting in Corona for the Inland Territory. Our speaker, Mike Buckantz, with Justice and Associates, is an expert about compliance with the upcoming CARB regulations affecting the rental industry. As a rental man, I found the presentation to be very informative and something that will help my rental centers comply with the 2009 regulations. Mike will be conducting future meetings for CRA. Look for meeting notices in your area.

Harold Anderson
CRA was notified that long-time CRA member Harold Anderson of Industry Equipment Rentals, Inc. recently passed away.

Vicki Schlechter
Victoria Lee Schlechter, Executive Director of the Construction Industry Crime Prevention Program (CICP), passed away May 4. Vicki served as director of the program since its inception, working tirelessly to improve the program, rally support from local governments and law enforcement agencies, and maintain the highest standard of service for the membership of CICP.

Name Change for Wacker Corporation
As of April 9, 2008, Wacker Corporation will be named Wacker Neuson Corporation. Wacker Neuson Corporation, Menomonee Falls, Wisconsin, is an affiliate company of Wacker Construction Equipment AG, Munich, Germany. The name change is a result of the 2007 merger between Wacker Construction Equipment AG and Neuson Kramer Baumaschinen AG.
     According to the company, the merger creates a major global manufacturer of light and compact equipment. Along with products in the light equipment segment, the company’s portfolio includes compact equipment such as track excavators, compact wheel loaders, and dumpers. All products manufactured by the new organization will be branded Wacker Neuson, with the exception of the Kramer all-wheel steer loaders and the Weidemann brand in Europe.

State Approves Final Off-Road Diesel Construction Equipment Rule
California's Office of Administrative Law (OAL) has approved the California Air Resources Board's (CARB) controversial off-road diesel regulations (Article 4.8, section 2449). The regulations are aimed at drastically reducing diesel particulates and fumes, allegedly sparing the lives of thousands each year. The regulations affect every piece of mobile diesel powered (as opposed to portable) construction equipment 25 horsepower or greater. The rule goes into effective June 15, 2008.
     The OAL was established to ensure that state agency regulations are clear, necessary, legally valid, and were available to the public for review and comment. OAL is responsible for reviewing administrative regulations proposed by over 200 state agencies for compliance with the standards set forth in California’s Administrative Procedure Act (APA), for transmitting these regulations to the Secretary of State and for publishing regulations in the California Code of Regulations.
     "OAL did not review the Off-Road Regulation to determine whether it is 'good' or 'bad' policy," said Michael Lewis, Senior Vice President of the Construction Industry Air Quality Regulation (CIAQC). "It only considered whether CARB checked every box and crossed every T during the rule development process."
     Public testimony by contractors, engineers, and construction industry experts such as Associated General Contractors (AGC) of California, Engineering & Utility Contractors Association (EUCA), Southern California Contractors Association (SCCA), and CIAQC argued that the CARB regs are prohibitively expensive and unrealistic in the time period needed to comply (2009-2020).
     CIAQC and its member associations, which include CRA, believe CARB did not follow the standards set forth in the APA for the Off-Road Regulation. In extensive written comments submitted in both January and March to CARB, CIAQC highlighted this point. For example, CIAQC pointed out that the regulation lacks clarity and is extremely complex.
     Now, however, rental businesses should prepare themselves for the Off-Road Regulation. The first compliance date for large fleets of 5,000 horsepower or greater, begins in 2010, medium fleets (2,501 – 4,999 horsepower) in 2013 and 2015 for small fleets (less than 2,500 horsepower). All fleets must prepare and submit fleet reports to CARB in 2009. Engine idling limits of no more than five minutes became effective immediately upon approval of the regulation by the Secretary of State for all fleets, and large and medium fleets must have a written idling policy available for its operators by March 1, 2009.

RSIF SCHOLARSHIP INFORMATION
Full or part time students in trade schools, community colleges or universities are eligible to apply for RSIF scholarships. Applicants must be CRA members, their employees or their college-age children. Awarded scholarships are paid upon successful completion of the term with at least a C average. Full-time students must complete at least 12 units.

Located on this page is a Microsoft PowerPoint presentation by Bill Veneris and Chris Redfern of Alert IMS, "Setting Rental Rates -- It's a Balancing Act." Bill and Chris presented a seminar with this information at CRA's Rental Rally 2004, and now are making it available for CRA members. You can view the presentation by downloading it from our web site; however, you will need the Microsoft PowerPoint program.
